Electric wires cabinet doors has been opened

There is a grey cabinet with lots of electric wires inside that has been opened and has stayed open since yesterday afternoon. Please can someone come close and lock it. Its on the pavmement at the end of my street: Beech Road, Bishopston, BS7 8RP
