Russian Vine hedge on fence obstructing pavement

The fence running along Dingle Road in the Section opposite Dinglewood Close along beyond the 3/4 bus stop to opposite the end of Coombe lane is covered with fast growing Russian Vine which each year needs cut back on both sides. The situation in 2006 was so bad that the weight of untreated vine broke the fence and fence posts which were repaired following my comments to Highways. This is a contentious fence as the land behind is private with unidentifiable owner. I have, personally, cut back the vine almost every year with my own equipment but frankly as it partly obstructs the pavement each year, the responsibility should be for the Council, at least to trim back the vine on the pavement side of the fence. I am frankly fed up complaining with no action taken.
