Gate encroaches on parking space

We are the managing agents for this estate, the council have installed a gate on a footpath too close to a parking space for one of the tenants. Could the hinges on the gate be turned around so the gate opens onto the footpath rather than onto the car parking space.

Our Facility Manager has been to site and provided another photo as you can see by the bicycle tyre track marks cyclists have to exit the footpath across the parking spaces because of the way the gate opens. the parking space is currently unusable.
