Unused disabled parking space

Number 13 Hengrove road has had a disabled parking space installed, but they are not living at the property. Spaces are already limited on the street and this one is permanently reserved for someone that doesn’t live here and seldom visits the house, perhaps just for a couple of hours each week.

Disabled parking space at number 13. Home owner is seen unloading heavy items whilst he decorates the property. He doesn’t live there and leaves nasty notes on the cars who park outside in ‘his’ space after they see it unused for days at a time. I think he monitors the space remotely using CCTV.
