Temporary traffic lights keep breaking down and being replaced before breaking down again

Sent to Bristol City Council less than a minute later
3 sets of temporary traffic lights near the Cumberland Basin/The Portway and swing bridge have been there for about a year. The temporary lights keep breaking down and being fixed. Why are the temporary lights there for so long. Please can an officer advise what the future plan is? The lights need to be taken away as cause a lot of problems with traffic build up. Thanks.
