Water leaking out of wall of property

Sent to Bristol City Council less than a minute later

For ten days I have noticed water leaking out of the wall of my property from a height of approx 30cms and trickling down. Wessex Water have checked the main drain and it's not cracked or damaged. Bristol Water have checked the mains and there is no leak. Bristol Water advised me to contact the council to see if it is being caused by blocked storm drains or ground water.
