Overgrown hedge/fly tipping/health & safety hazard

What does it take for Bristol City Council to clear the lane way where the entrance is between 5 & 9 Barrow Hill Road? There is an overgrown hedge in number 9 Barrow Hill Road that is so overgrown it is now blocking the entrance/exit to the lane way. (Resident at number 9 has disabilities) There is fly tipping that needs to be cleared in the lane way, the weeds in the lane way are overgrown, never cut back by Bristol City Council. Under normal circumstances this is kept down with continual use of cars driving up and down the lane way or people exiting/entering their back gardens with cycles, mobility scooters or just walking. However due to the overgrown hedge no-one can use the lane way at the moment and it is of the upmost urgency this needs to resolved once and for all. It is a health and safety issue due to fly tipping and broken glass/mirrors, rats and mice throughout the lane way, so environmental health department will need to be called in on this as well, a fire hazard, if emergency services need to access the back lane way due to a fire, accident or police need to attend an incident in an emergency, failure to make the lane way accessible could cost someone's life. I have had to cancel a hospital appointment for my mum for tomorrow because she needs access to the lane way via our back garden to use a wheelchair and have a car in the lane to pick her up and bring her back home. (The front steps to the house are no longer safe enough to use by mum due to mobility/disability issues) I have also had to cancel a trip out on Sunday with family as mum needs to get to the car via the back lane. It is on the flat for wheelchair use and makes mum's life so mum easier. She also can't use her mobility scooter due to the overgrown hedge/fly tipping issue. The complaints have been submitted for nearly 8 months and still nothing is done. Does Bristol City Council have a problem with people with disabilities because my mum's quality of life, she is 86 years old, is being affected by your inaction to get this sorted? As residents we need access to this lane way, it is a right of way for us all. The overgrown hedge is right across the lane way touching the garden wall at number 5 Barrow Hill Road and in places encroaching into their garden. Maybe the media is the next step to get this situation resolved. Councillors are involved and so is SCAF (Shirehampton Community Action Forum) trying to get this huge problem sorted.
