Drain blocked - filled daily with Hand Car Wash run-off

The Hand Car Wash adjacent to the Thunderbolt Pub has been polluting this road for well over a year now. Despite reports to all kinds of authority - no one seems to recognise the danger to people (thick mud on footpath, cyclepath and road) and the shameless spoiling of the environment. This is an longstanding and disgusting problem caused by a business with no care for its neighbours. My children and I have to walk through this sludge because the Hand Car Wash is being operated irresponsibly - and the local authorities have no will to intervene. I've been trying to get the root cause sorted with no joy - maybe the symptoms can be treated: the drain is blocked and causing run-off across the side road.
