Very Overgrown Hedges over path

My elderly mother lives in No 3 Blake Road and uses a walker. The hedge on the edge of the public path leading to her bungalow is very overgrown and she is unable to walk up or down the path to gain access to her bungalow. I have visited this evening and this is completely unacceptable, she called the council yesterday and was told the council who have always kept this hedge under control will not be cutting this and it is the responsibility of the resident in No2 which is absolutely ridiculous, these bungalows are for either elderly or disabled residents who are unable to do such things, this is also blocking a public highway.
