Closed road and reversed path sign fell off

Good morning,
I don't remember the exact street name. Near the point I marked on the map here there is a tunnel where road works resulted in the traffic being reversed. In brief, a two-lane two-directional road had one lane blocked. Instead of placing a traffic management light, the traffic in the remaining lane was abruptly reversed (not diverted), which is by itself already very strange. Additionally, the sign at the entrance of the tunnel fell off, so one only realises the traffic (driving direction) is reversed when driving inside the tunnel, looking at the sign on the road surface. This means that one only finds clear signage when already driving on the closed road.
I am very concerned, because poor traffic management may result in confusion, leading to accidents.
It would be of much support, if the local council could look at that issue (and other similar ones).
