Multiple household recycling bins obstructing public footpath

Multiple wheeliebins are permanently left on the pavement along the odd-numbered side of Bradley Crescent, outside of collection days, leading to an obstructed pathway that makes it difficult for wheeled prams, buggies, wheelchairs, etc. to pass along the street without moving into the road. The Council could helpfully provide reminders to bin owners that for reasons of public safety, their bins should be kept within their properties. Not every household on this street leaves their bins out, so everyone must have the same space available to them.
