Water stop cock cover sealed in with tarmac

Sent to Bristol City Council less than a minute later

Recently the pavements have been covered in this tarmac sludge. That’s fine, don’t have a problem with that. What I do have a problem with is how they have not finished it off properly. As you can see by the photos I have attached. The first one is the water stop cock cover has been sealed with this stuff. I literally cannot lift the lid. If I needed to turn the water off at the stop cock, I can’t. Secondly they splashed it up my wall and thirdly let it run down my garden path.
