Pavement blocked by tree branches and brambles

Sent to Bristol City Council less than a minute later
This is an ongoing issue since more than 4 months. It is almost impossible to walk on the pavement due tree branches and brambles blocking the pavement. So, you need to put your life in danger walking on the road. I have seen elderly and dissabled struggeling to go along the pavement. This issue has been raised several times during the last few months here and the Council's answer is: "We've referred the issue externally for appropriate action to be taken, as it's not something Bristol City Council is responsible for."
So, are the Council not responsible for providing a obstruction-free public pavement where citizens can walk on so they don't put their in danger walking on the middle of the road?
This issue has not been fixed yet. Please fix this as soon as possible. This is unacceptable.
