Downpipes blocked in Road

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 3042552.
The internal downpipes that go from the Co-op roof under the pavement and into the road are blocked. I've been told that this is the responsibility of the council. However, I am not sure. Are you able to confirm as it's causing a water build up which is in turn leaking into the store.

I've spoken to the Highways repair team and they have advised that we are ok to conduct the repairs as long as our contractor obtains a pavement license.
