Double yellow lines have been covered up

This query is regarding the double yellow lines outside 7 & 9 Rokeby Avenue. Double yellow lines outside 9 Rokeby Avenue seem to have been covered up but no new parking bay has been added. This allows people to park on that part of road, however, whilst the wheels of the vehicle may be within the marked area, the front or back of the vehicle then protudes out and blocks access to the driveway for 7 Rokeby Avenue preventing the owner from being able to get into the off street parking spot. The double Yellow lines seems to have been blocked out about 3-4 weeks ago. 9 Rokeby Avenue also has a driveway which would also be blocked by any vehical parked on the street where the double yellow lines used to be. Can the Double yellow lines be re-instated/re-painted to make sure there is no obstruction to either driveway to #7 and #9? Thanks

Also note there is a parking space to the right of my driveway and a raised curb which means I cannot get in and out of the driveway at an angle as there simply isn’t enough room. Not to mention this car is also fully blocking the driveway to Number 9.

I have just managed to speak with the tenants of 9 Rokeby Ave and they informed me that the landlord has told them they can park their 2nd vehicle on the street infront of their driveway and the double yellow lines have been removed. I have spoken with the tenants and informed them to ensure there is no part of the car overhanging over the double yellow lines so as to keep access to #7 driveway clear.
