No drainage so water builds up in road gutter and flows onto path

There is no drainage on this part of the road gutter and the road slopes down to a dip so water builds up in the dip and when it rains often creates a massive puddle that extensively flows over the footpath and the road. This is a health and safety hazard for pedestrians, especially as weather gets cold and icy and there are many elderly residents. Additionally we are concerned that as the water isn’t going into a drain when it does seeps away it may be seeping into the foundations of our property and neighbours which could cause damage. We understand neighbours have complained about this previously but nothing has been done. The attached photos only show a small amount of the water, it often gets a lot worse and I can take more photos when it rains more.
