Building contractors fencing off area where residents used to park

In this street there is severe parking pressure for residents. I often have to park over by the train station where cars get broken into frequently..
In our street there is a shut down workshop where residents have been using the carpark to park. But a building site across the street has decided to fence this area off for their own use preventing residents parking. This has been going on for 4 weeks now. This area does not belong to the building site so fencing off this area should not be permitted.
Can the building site be instructed to remove the barriers?
