Brambles and Bushes hanging into the road

This problem was first reported on the 30 of September the branbles and bushes are encrouching onto the high way. This has allready damaged my car through a kerb stone hidden by the bushes. The bushes are scratching my car and other peoples cars This probably needs tree surgeons with chain saws to cut bushes back to Beyond the kerb. Questions I would like answered 1, why is council ignoring this problem negating there responsibility. 2, can I please have details of the department that I can go to to claim for damages to my car This problem is causing me stress and mental anguish Can you please contact me asap regarding this issue Regards Andy Venn
