Lip along pavement sticking out.

Delivery drivers have been complaining and struggling to get the cages/ milk dollies over a lip that goes right across the loading bay. The drivers have to angle the cages and tip them slightly to get over the lip. Is there anything that can be done as its quite dangerous?
