The blocked pavement is located in a very poorly lit area. Forcing pedestrians to walk in the road is clearly dangerous. The highways department must have the powers to act when private action causes a public hazard?

Just issue an order of the building plot to clear the mess and remove the temporary barriers blocking the pavement and that part of the road!
