Chronic parking on double yellows and cycle path at school drop-offs

I walk past here almost daily, my children use the cycle lane on Pile Marsh Lane.
Most mornings there are parents parking on the double yellows and on the cycle lane as they drop off their children to St Patricks' primary. This forces any cyclists (including children on their way to Redfield ET Primary, just down the road) to move out into oncoming traffic to pass.
I have liaised with the school regarding this matter and understand that they have asked parents not to do this. However I still see this happening almost daily. Visits from the local PCSO to the location on a morning serve as a deterrent only as long as they are visible. Next day it's back to normal.
This has been an issue for years, probably alleviated during the pandemic and home-school.
I have photos of repeat offenders in this matter however will not post here due to privacy.
A new enquiry has been raised for this issue.
