Fly tipped bag of leaves

This bag of leaves has been left outside my property for 2 weeks by someone and today someone put it in my wheelie bin. It is not my garden waste as I use the garden sack collection service. I appreciate if this can be collected as it is obstructing the pavement and would to make you aware that it's not a bag that I have left. Thank you
