Abandoned bicycles clamped to cycle rack

Sent to Bristol City Council less than a minute later

This has been reported twice before, and Closed without fixing the problem. There are two bicycles that have been abandoned, but are locked to the bike stand, and so block other users. Previous reports were in July 2021, with photos, see: 2841883. And in December 2021: see 3207749. Both of the previous reports have been "Closed", but the same two abandoned bicycles are still here. One of them has been here for over 2 years. They block other cyclists from using the cycle stand. What needs to happen: a bolt cutter to cut the two locks, and then remove the bikes. In January 2022 I got an email from S****a at waste.services@bristol.gov.uk, telling me to report to the Police. I went to report to the Police, but they tell me to report to the Council. I sent an email back to S****a, telling this, but heard no more.
