Two extremely loose steps leading to the houses

The top two steps have completely separated from the pavement and are extremely unsafe to stand on as they move when used. They have been cracked for years but lately they seem to have completely come apart and they wobble when stood on. Sometimes they shift so far forward that theres is not enough room to stand on the next step and i have seem residents have to try to push it back on so that it can be used relatively safely.
