Motorbike chained to the lamppost blocking the pavement

There is a motorbike on the corner of Northcote Road that is chained to the lamppost and it is blocking the path, if a car parks next to it there is no way through you have to walk onto the road to get through this is very dangerous as cars turning into Northcote Road could hit you.
