No road/pavement or street lighting on the stretch of land that continues from Mary Street

It's a stretch of land at the back of the houses (215-225 Church Road) but the entrances for the flats above the shops are located here. Not a named street, unsure whether it's a council or private land. Unpaved, unlit, with constant litter. It's where our only entrance to the property is (not on Church Rd.) and it looks like a tip.
