Whole lane needs cutting back

Whole lane from sunny hill to Blaise walk needs hedges cutting back, rubbish removal. You can’t even walk down the lane without lowering your head. It’s slippery when wet and full Of rubbish and glass. Needs to be cut back completely been like it for 2 years ever since I moved in.
