Blocked Drain on pavement/pedestrian area located between Elexis and Collistear Beauty

The drain appears to be blocked but more concerning is that occasionally what appears to look like sewage comes up out of the drain onto the pavement. I estimate this issue has been happening for at least 2 weeks and appears to be getting worse
