Damaged pedestrian refuge in Duckmoor Rd, near Smyth Rd

The problem is with the non-illuminated bollarded pedestrian refuge on Duckmoor Road at the junction with Smyth Road. The location is at lat 51.439097N, long 2.615653W. The refuge, evidently damaged by a vehicle, has been in the sorry state shown in the photo for several weeks. There is exposed electrical cabling and, although this may have been made safe electrically, it presents a trip hazard to pedestrians using the refuge, especially at night. Further, the lack of bollard illumination makes the refuge more difficult for drivers to see and maneuver around at night time or in bad weather. It is worth pointing out that this pedestrian crossing refuge is one of only two in the half-mile long Duckmoor Road, in which the 20mph speed limit is frequently ignored.
