Fly tipped child car seat

This child car seat has been blocking the pavement for almost two weeks. If someone forgot it when they took it out of their car I think given the time period they would have come back for it. They haven’t so now it just blocks the pavement it’s too large to put in a bin please can you dispose of it so people can walk unobstructed. Thank you
