Unbearable smell coming in to building emanating from storm drain

We have a very strong smell entering build that we have discovered is coming from the storm drain leading to the road outside. it is making people in the factory feel nauseous.

Secure Meters have called again. They are not happy that nothing has been done about this. The smell is very bad. They got the gas company to check it out and they said its not natural gas but the storm drain issue. Can someone look into this as its affecting the business ability to operate.
