I am not accusing individual people, however there is a clear pattern here with the same small group of vehicles belonging to the same small group of owners that keep taking advantage of this area for parking. Can this problem be solved by a friendly probe call rather than fines on the day? Perhaps - and I hope this is something you will look into.
