Streetlight cowl needed

Have been living for 2 years with blackout blinds in our main bedroom permanently closed when streetlight is on which is affecting our quality of sleep as we do not benefit from natural daylight cycles due to streetlight being too bright. When the street light is on our entire garden, living room and main bedroom is lit up. I have been advised by the development to get in touch with Bristol City Council as the development has been handed over to you. Please can you investigate either moving the column or placing a streetlight cowl on to the light to dim the amount of light flooding in to our property. Many thanks, Sarah
