Lane overgrown with Brambles & Shrubs

The entrance to the lane is extremely overgrown making it impassable for vehicles to access rear gardens, garages and parking spaces. Residents have been trying to clear the brambles themselves but are hindered as the fence adjoining Nova School seems to border a wildlife area in the grounds? Not sure if this is deliberate but the result is causing an overload of vehicles in a very small narrow street and is hindering emergency services. An Ambulance had to recently wait 20 minutes before being able to access the street to get to a property at the far end.
I was contacted by a resident of The Bean Acre who went to the expense of building a garage only to find that he was unable to use it due to the very limited access. Another Resident of Lower High Street whose property shares this access took the attached photos. I saw him trying to cut back the brambles himself. He asked how we managed to get the opposite side of the lane cleared successfully (Thank you!) He asked if I would complete this application on his behalf? I have attached his notes and his possible suggestion for how the works could be done? " l hope the council would show some interest, possibly in conjunction with the community service programme and sort this issue out, as they have with the lane on the other side of The Bean Acre? Resolving this issue has benefits for all, the Council would demonstrate they have an interest in helping residents and householders could park their cars and Van's off road, safer and more secure, also electric vehicles could be charged. The brambles are spreading further over the Access Road and across the Emergency Exit gate to the school making it unsafe should they need to use it?
