Kerb is breaking and Gully dropping causing flooding

The gully’s in our road had maintance carried out roughly Ten years ago and stopped next door . The kerb has now dropped causing a puddling outside my drive.If work is being carried out in the street it won’t drain away Also driving off the drive the car bottoms out .
