Water in gutter not draining

There is constant water in the gutter that is not draining. It oftentimes encroaches on the pavement. The drain itself is not blocked, but the water is unable to flow toward it. The problem appears to be worsening.

  • The recent dry weather has evaporated the previously constant puddle, but on rainy days the gutters and drainage are still not doing their jobs.
