Bike left unused on pavement for over 18 months.

Sent to Bristol City Council less than a minute later

This was reported in December (reference 3153014), but the case has been "automatically closed". What does this mean? No action appears to have been taken. The bike is still there, outside 4 Purton Road. Occasionally it moves as far as it can (being tethered to a post) as if someone has tried to take it, but it remains in situ, with its chain rusted solid and its wheel sticking out, causing an eyesore and an obstruction.
