Plastic surface drainage pipe collapsed

I live at 12 Parkside Gardens, BS5 6TZ and I also own the garage to the rear of the property that faces Cottisford Road. The garage's guttering system connects to a buried pipe that discharged out of the back wall and into a pipe partly submerged in the pavement outside of Glenfrome Primary School.
The pipe has completely collapsed, blocking my drain and causing damp problems in the garage itself. I am happy to replace the drain leading out of my property to the point where it exits the wall. However, I am concerned about the water pooling on the pavement/ road and causing a slip risk, especially in winter.
Please could you either carry out a repair to the pipe in the pavement or confirm whether you are happy for me to discharge the water as mentioned above.
