Presumably a drain has significantly flooded causing traffic to not safely pass through. Footpath is almost entirely unusable

Flooded drain in short but heavy downpour - road will likely be impassable with any further downpour during the night. Footpath is unusable and traffic travelling cannot drive through puddle.
