Loose stones caused by tree growing in wall

There is a tree growing out of a high wall and has dislodged two large stones at a height of 20+ feet. This problem has been reported before on Fix My Street but the record was closed without any action. It has been reported for a couple of years at least by different people, but BCC has not fixed it, and has not fed back to residents why action is not being taken. Do not close this record without stating what action will or will not be taken, and if not why not.
