Street light shines very brightly into my bedroom

I've just bought my flat and have realised that even with blackout blinds installed, the street light outside my window keeps my bedroom illuminated at night causing me pretty broken sleep. I've been told councils can instal guards to redirect the light off of residential windows so I would like one installed please.
