Tree has died after someone cutting ring around it

Sent to Bristol City Council less than a minute later

About 2 - 3 years ago I noticed someone had cut a ring around the tree that sits between our house and our neighbour's house between 87 & 89 Abbey Road. It wasn't either of us, so I'm guessing it was either the council or utility company as the tree is directly below phone cables. The tree has subsequently died, and will at some point be a hazard for pedestrians and parked cars. The photo was taken 16 June 2022, and as you can see there's no foliage on the tree.
