Voi scooters blocking our gateway and pavement

These photos were taken yesterday. At 5.30 we had to remove 2 scooters which were blocking the only access gate to our home. 2 hours later we had to remove another one and one which was blocking the pavement at a pedestrian crossover. This is a recurring problem here.
