Bins and recycle boxes left on pavement

The bins are constantly being left on the pavement between numbers 4 & 20 Somerset Road. It's not a case of them being late at removing them after collection, they are left there permanently. Some have also now started to leave the recycle boxes on the pavement as well. The pavement is not wide and so does cause an obstruction. Although this is my first reporting of the problem, this has been happening for at least 2 years, probably longer.
