Grass cuttings left on pavement and pathway

After quite a few emails asking about the grass cutting of council property outside my house which had grown to meadow levels it was finally cut this morning and what a disgraceful mess was left!! I suffer with mobility problems and yet I am expected to clear up all the mess that was left. I pay my council taxes and pay for a green bin so that I can maintain my property and would think that the council would do the same with their properties. I am really upset about this and feel that I have been discriminated against because of me asking for the grass to be cut as my neighbours verge has not been left in such a mess!! Can someone please come back to me and explain why this is or even better come back and clean up the mess??
