Elderflower tree is pulling down phone lines opposite house

The large elderflower tree needs cutting down/removing as it is pulling down phone lines (BT/Openreach) at the end of Fox Road. In windy weather there is no phone connection or Internet connection. Tree has definitely moved in a downward trajectory in past week.
