Digital screen not operating to planning conditions

The digital advertising screen was granted planning permission (application 16/05259/A) in 2016, subject to certain conditions. The gantry was to be removed and the illumination halved. The photo shows the visibility, from Ashton Court, of this screen. This cannot be half illumination. Also, I believe the gantry is still in place. Permission is still being granted for these eyesores and for a Green City that seems very odd. Any chance the Planning Department can have the illumination reduced to the agreed amount for the sake of night flying creatures.
