Strange service tube / cover, protruding and left open.

Sent to Bristol City Council less than a minute later

The council has recently redone all of the paving in Dowry Square. Just outside the front of my property (number 6) there is this strange protruding tube which appears to have wires inside it. I don't know what this actually is for. But in any case, I feel it could probably have been finished to a higher and less obtrusive standard, as it was not actually there before. It looks odd just sticking out of the ground.
