Council owned trees growing into my property and the saplings belt l below are causing issues with my bank fence

The trees have over grown massively into the garden from the council owned allotment behind my home. This is causing many issues from invading into the garden area. It is causing lots of leaves to enter the garden and also stopping light from entering my home. The issues have been getting worse over a nine of years the neighbors have pointed out and nothing is being done to address it
