Car on double yellows for three days

Can the council stop avoiding ticketing this car that’s been on double yellow lines for three days now (Monday-Wednesday) - the owner has a disabled badge in the window but as per council rules this limits them to three hours parking not unlimited dump wherever they like and stop others from safely parking/delivery vans coming around the sharp bend. The owner previously had the green fiat that was dumped everywhere and the council ignored that and now they’re ignoring this, and not enforcing their own rules. Please, can you do something about this. Enough really is enough.
